After an investigation into suspicious activity around the Raton High School Raton Police arrested Cecilio T. Vasquez (43) on February 11th and have charged him with Criminal Sexual Penetration of a child (13-18) a 4th degree felony and Contributing to the delinquency of a minor also a 4th degree felony according to court records.
Raton Police Officer Justin Grosvenor was first called to Raton High School over concerns of a male later identified as Cecilio Vasquez was seen leaving with a female student during the lunch hour and returning that student after the lunch hour causing her to have unexcused tardies.
Video showed the two individuals in the lower parking lot of Raton High School in a gray Ford Focus with Vasquez in the driver’s seat and the female student in the passenger seat. According to court documents the two looked around before Vasquez reached across the center console to kiss.
Further investigation found illicit text messages and photos on the female’s cell phone along with other correspondence on other devices. During an interview the female student told Grosvenor that she considered Vasquez as her “father figure”. She also noted that Vasquez was going to divorce his wife to be with her. She admitted to sexual intercourse with Vasquez at least once during their meetings.
After further investigation a warrant for the arrest of Vasquez was obtained and he was arrested and placed in jail at the Vigil Maldonado Detention Center. Vasquez had a first appearance with Magistrate Judge Amy Hronich. Vasquez was released from custody with the condition of not contacting the victim or returning to her residence or Raton schools and is not allowed to leave his residence between the hours of 6:00 p.m. and 7:00 a.m. A felony status conference is scheduled for Vasquez on March 20, 2026. Vasquez will be appointed a public defender for this case.
