Winter Suspension

LAS VEGAS – The New Mexico Department of Transportation District Four will be placing the
Interstate 25 projects through the Raton Pass on a full winter suspension until Spring 2024. Motorists
can anticipate normal flow through the project limits with both north and southbound lanes fully
reopened and the speed of 65 mph re-established. Exit 454 has also been fully re-opened to traffic for
the duration of the winter suspension.
As New Mexico begins to see lower temperatures and winter moisture, many active NMDOT projects
will begin to go into winter suspension. These project halts are due to the inability of NMDOT
contractors to perform certain construction operations.
During winter months, colder temperatures produce frozen ground and prevent proper dirt work
operations which can produce settling and shifting in structure footing and improper compaction on
roadway sub-surfaces. For paving operations, colder weather rapidly reduces asphalt temperatures
which interferes with the asphalt’s consistency as it becomes too rigid to accomplish proper
compaction, producing road surface failures such as potholes and rutting.
