The City of Raton announced its selection for planning assistance from the National
Parks Service (NPS) through their Rivers, Trails, and Conservation Assistance Program
(www.nps.gov/orgs/rtca/index.html).
This project will focus on parks and recreation planning, emphasizing parks development to
revitalize Raton’s aging parks system. Recognizing the critical role of outdoor recreation in
fostering community well-being and economic growth, this initiative aims to harness the region’s
natural beauty and outdoor opportunities. Community engagement with key partners and input
from residents will be integral to the process.
Raton has faced economic challenges since the coal industry collapsed over two decades ago,
marked by population decline and reduced workforce opportunities. This project aims to reignite
the outdoor recreation efforts started before the pandemic, addressing the need to enhance
amenities for current residents, attract visitors, and stimulate economic and population growth.
Marcy DeMillion, National Park Service, Community Planner, said, “Raton has so much
opportunity to become a tourist destination. We are looking forward to working with the City to
help revitalize parks for residents and visitors and assist with planning for additional outdoor
recreation opportunities.”
The project’s goals align closely with the priorities outlined in the 2021 Raton Economic
Development Strategic Plan, emphasizing workforce development, entrepreneurial
infrastructure, downtown revitalization, and sustainable economic development. By integrating
these objectives into outdoor recreation and park planning, we aim to lay the groundwork for
achieving these overarching goals. Jason Philips, Raton Public Works Director, said, “This
assistance from the NPS will enable us to revitalize our parks, making them more accessible
and enjoyable for everyone.”
Additionally, this initiative aligns with state efforts, such as the establishment of the New Mexico
Outdoor Recreation Division in 2019, showcasing the state’s commitment to fostering a
sustainable outdoor recreation economy. Leveraging our natural assets and aligning with local
and regional economic plans, the project seeks to catalyze the growth of businesses in the
outdoor recreation sector while promoting healthy activities for residents. This strategic
approach underscores our commitment to building a thriving community and positioning Raton
as a premier destination for outdoor enthusiasts and entrepreneurs alike.

to create a vibrant and sustainable outdoor recreation environment. This project will not only
enhance our quality of life but also attract visitors and stimulate our local economy.”
