The Public Comment section offers an opportunity for any citizen to express opinions or ask
questions regarding City services, policies or other matters of community concern, and any agenda
items that are not a part of a scheduled public hearing. Citizens will have five minutes for comments.
This time limit was established to provide efficiency in the conduct of the meeting and to allow equal
opportunity for everyone wishing to speak. An immediate response should not be expected, as issues
are typically referred to City staff for follow-up or research and are then reported back to Council
and the individual who initiated the comment or inquiry.
Written materials for presentation to Council must be submitted to the City Clerk as the speaker
approaches the podium.

The Consent Agenda can be adopted by a simple motion. The Consent Agenda will be read aloud
prior to a vote on the motion. Any Consent Agenda item may be removed from the Consent Agenda
at the request of a Council Member for individual consideration.

c) First reading of an ordinance amending Article 13, Chapter 14, to adjust cultivation fees
due to the City of Trinidad on cultivated retail marijuana from Average Market Rate to
Contract Price between unaffiliated marijuana businesses, and setting a hearing date for
consideration of said ordinance on December 20, 2022 at 6:00 p.m.
d) First reading of an ordinance appropriating certain sums of money out of the
revenues of the City of Trinidad, Colorado, to defray and meet the liabilities of the
City of Trinidad for the fiscal year beginning January 1, 2023 and ending December
31, 2023; said ordinance being termed the annual appropriation bill for the 2023
fiscal year, and setting a hearing date for consideration of said ordinance on
December 20, 2022 at 6:00 p.m.
e) Resolution levying general property taxes based upon the Final 2022 Certification
of Valuation to help defray costs of government for the City of Trinidad,
Colorado, for the 2023 budget year
f) First reading of an ordinance amending the City of Trinidad’s annual budget for the
fiscal year beginning on 1/1/2022 and ending 12/31/2022, and setting a hearing date
for consideration of said ordinance on December 20, 2022 at 6:00 p.m.
