A special meeting of the City Commission of the City of Raton will be held on December 17, 2019 at 5 p.m. The Meeting will be called to order by Mayor Segotta. The following subjects will be considered by the City Commission and may be considered in any order that is most convenient for the City Commission.

I. Meeting Called To Order – Mayor Segotta

II. Roll Call of the Members of the City Commission and determination of quorum.

III. Pledge of Allegiance to the U. S. Flag.

IV. Recognition of Visitors, Citizen of the Month and/or Presentation of Proclamation, Service Award, Congratulations, Condolences, Holiday Schedules and City/Municipal events

• Pursuant to Open Meetings Resolution 2019-01, the Raton City Commission will not hold a Regular City Commission meeting on 4th Tuesday of December.
• All City Offices will be closed on Wednesday, December 25th in observance of Christmas Day and Wednesday January 1st in Observance of New Year’s Day.
• Next Regular Commission Meeting Tuesday, January 14, 2020 at 6:00 p.m.

A. Approval of December 10, 2019 Regular Commission Meeting Minutes

B. Public Hearing/Deliberate and Act on Ordinance No. 1007 Authorizing the Issuance of the City of Raton, New Mexico Joint Utility System Improvement Revenue Bonds, Series 2018, In the Principal Amount of One-Million Seven Hundred Fifty-Four Thousand Dollars ($1,754,000) for the Purpose of Acquiring, Extending, Enlarging , Bettering, Repairing or otherwise Improving the City’s Joint Utility System; Providing for the Issuance and Sale of the Bonds; Providing that the Bonds will be Payable and Collectible Solely from Net Revenues to be Derived from the Operation of the City’s Joint Utility System; Providing for the Terms and Conditions of the Bonds, the Manner of Their Execution, the Method of Paying the Bonds and Other Details Concerning the Bonds and Such System, Including but not limited to Covenants and Agreements in Connection Therewith; Ratifying Action Previously Taken in Connection Therewith and Appertaining Thereto.

C. Deliberate and Act on Resolution 2019-61: Support for Submission of Volkswagen Grant Application

D. Deliberate and Act on Amendment to Resolution 2019-62: FY20 Budget Adjustment #4

E. Deliberate and Act on Grant Agreement No. 410-A19D2142-2004 Between Department of Economic Development and the City of Raton in Partnership with Raton MainStreet for Final Phase of Great Blocks Project

F. Deliberate and Act on Grant Agreement A18C5019 Between Aging and Long-Term Services Department and the City of Raton for Building Improvements at the Raton Senior Center

G. Deliberate and Act on EnvisionIT Solutions Services Agreement for Raton Fire Dept

I, the undersigned authority do hereby certify that the above notice of meeting of the governing body of the City of Raton, New Mexico is a true and correct copy of the said notice and that a said copy of this notice was then posted on the front window of the City Hall of said City in Raton, New Mexico in a place convenient and readily accessible to the general public at all times, and said notice was posted on Friday, December 13, 2019 at 5 p.m. and remained so posted continuously at least 72 hours preceding the scheduled time of said meeting. Said notice was posted in six public places (City Hall, Library, Senior Center, FNB NM, International Bank, Post Office) conveniently placed for the public. Also, KRTN Radio Station and the City of Raton Website will have the agenda posted prior to respective time limits designated for regular and special meetings.
