Raton City Commissioners met Tuesday evening for a special meeting to award the bid for the renovation of the upstairs at fire station #1 which is under a tight deadline to get the money spent.
The city received three bids for the renovation project from Stoven Construction ($159,000), Colt Builders($166,261) and Archuleta Construction ($197,462). City Manager Scott Berry told commissioners that Colt Builders had submitted a protest to the Stoven bid as one of their subcontractors had not received a manufacture certification for the roof repair.
Berry told commissioners that the protest was investigated and was found not to be a valid reason for dismissal at the time of the bid award. It was noted that the city doesn’t verify certifications like that at the bid award date but looks at paperwork at a later date before construction begins. It is considered that a bid submission means that all certification will be met by the construction start date.
Stoven Construction was the low bid and was awarded the contract by an unanimous vote of the commissioners.
