POSITION SUMMARY

PRIMARY RESPONSIBILITIES:
The Deputy Director of Operations (Business and Finance) reports to the Executive Director for Human
Services and with three (3) direct reports and oversees a total of 5.0 FTE staff, while serving as an
engaged member of the executive team to advance and support the vision to provide excellent,
individualized service throughout Las Animas County. The Deputy Director is responsible for leading a
team that manages the financial aspects of Human Services programs, as well as a team focused on daily
customer service oriented operations, including: reception, security and maintenance coordination.
They also oversee tasks such as analyzing, preparing, and reporting on program finances. The Deputy
Director initiates accounting, budgeting, and support services projects to maintain fiscal responsibility
with an annual budget of over 19 million dollars. Additionally, they collaborate with program
Supervisors and managers to ensure compliance with grant and funding regulations for these programs.
Finally, the Deputy Director assists with Human Resources processes, including oversight of on-board and
off-board processes within the payroll office.
The Deputy Director serves as a role model in leadership and management, especially in accounting
(human service or governmental accounting preferred). The Deputy Director is skilled at managing
complex systems and various funding sources. Building relationships, supporting teams, and fostering
innovation are essential. Strong fiscal management expertise and understanding of complex financial
strategies and funding sources, coupled with effective communication will promote respect and
empower employees to explore new approaches. The Deputy Director is also responsible for
professional and administrative collaboration with the Deputy Director of Programs, to assist in the
planning, organizing, directing, and performance of all activities and programs of the County’s Human
Services Department. This work should provide professional financial guidance to the Executive Director
for the Department’s broad range of human service activities.
PRIMARY RESPONSIBILITIES
● Assumes supervisory and managerial responsibility on behalf of the Executive Director in their
absence.
● Oversees and leads finance and accounting functions and teams.
● Provides strategic direction and oversight of front-end revenue cycle work, process, and as per
County DHS and State of Colorado guidelines.
● Oversees revenue policies and procedures, including: accounts payable, payroll, and
coordination with the purchasing department per the procurement policies of Las Animas
County.
● Supervise budget development, monthly reconciliations, and systems management, as well as
business office staff, focused on driving business processes to improve efficiency and meet
organizational goals.
● Submits required monthly, quarterly, and annual reports to the State ofColorado office
(Colorado Dept. of Human Services – CDHS and Health Care Policy and Finance – HCPF) for
compliance with state and federal reporting as needed.
● Utilizing Las Animas County procurement guidelines, oversees the Request for Proposal (RFP)
or Request for Quote (RFQ) for large projects and purchases.
● Prepare and process complex journal entries relating to balance sheet reconciliations and
expense allocations.
● Leads the County Financial Management System (CFMS) monthly ADI Uploads for expenses in
AP, p-card, journals and quarterly accruals (AP, p-card cash equivalents, journals, and 3-4 day
payroll).
● Reconciliation of CFMS accruals to actuals at the end of the Federal Fiscal Year to be submitted
to CDHS.
● Key team member involved in the annual Schedule of Expenditures of Federal Awards (SEFA)
audit process preparing reports and backup documentation.
● Reconcile Trust bank statement monthly.
● Develops and maintains regular accounting reports through the company’s accounting
system (Tyler) to ensure accurate financial reporting to the Executive Director and the Las
Animas County Board of County Commissioners.
● Assist in preparation of and participates in annual single audit, as well as state and federal
audits as necessary.

● Remains updated on all county, state, and federal regulations, policy and procedure; relays

● Conducts performance appraisals, counsels employees concerning performance evaluations, and
recommends personnel actions in the areas of hiring, termination, promotion and discipline.
● Must have excellent written communication skills to handle correspondence, speak to clients,
and deal with the public.
● Participates in internal committees, training, workshops and seminars.
● Attends various State sponsored training providing the latest procedures for department Long
Term Care and Child Welfare Programs.
● Manages and makes determinations of county vehicles
● Performs other related duties and responsibilities as required or assigned.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS

other related field with a minimum of two (2) years of progressively responsible accounting or
finance management experience AND/OR;
● Associate Degree with a minimum of five (5) years of progressively responsible accounting or
